Allows Department of Health and Agency for Health Care Administration to share confidential patient information for payment requests, audits, and eligibility determinations.

Establishes electronic continuing education tracking system to monitor licensee compliance with continuing education requirements and prevent license renewal until requirements are met.

Requires health professionals to provide email addresses to the department, with service to email constituting official notice; allows renewal notices to be sent via email.

Eliminates Advisory Council of Medical Physicists and transfers its powers to the Department of Health, which must now adopt rules and develop practice standards for medical physics licensure.
