Restricts assignment of student learning growth scores to only students and subjects taught by the classroom teacher during the school year.

Prohibits instructional personnel who are not classroom teachers from being assigned student learning growth scores based on students or subjects they did not teach.

Prevents employees from receiving unsatisfactory performance ratings based on student learning growth data for students or subjects they did not teach.

Prohibits use of an employee's 3-year student learning growth data to penalize the employee if any portion is based on students or subjects not taught by that employee.

Takes effect July 1, 2013.
