Requires the State Board of Education to establish a template for school improvement plans that is easy-to-read, limited to 1 page per subject area and 10 pages total, and provided to school districts by July 1 annually.

Schools must receive the template and all related academic performance data at least 60 days before the deadline to complete their improvement plan.

School improvement plans must identify goals by subject area and strategies to achieve those goals, particularly for schools with achievement gaps or lower graduation rates in student subgroups.

Amends section 1001.42, Florida Statutes, regarding the powers and duties of district school boards in implementing school improvement and accountability systems.

Takes effect July 1, 2013.
