Creates a special instant scratch-off lottery game titled "Ticket for the Cure" to run from January 1, 2014 through December 31, 2019.

Directs net revenues from the game to state universities with medical research facilities for breast cancer research and services for low-income, uninsured breast cancer victims.

Defines "net revenue" as ticket sales minus prize payouts and actual administrative expenses of the Department of the Lottery solely related to the game.

Prohibits use of funds for institutional, organizational, or community-based overhead costs, indirect costs, or levies.

Requires the Department of the Lottery to equitably apportion revenues among eligible state universities and prohibits unreasonable diminishment of marketing efforts for other lottery games during the Ticket for the Cure period.
