Requires county clerks to transmit enacted ordinances and amendments to the Department of State by email instead of first-class mail, with email confirmation of receipt and effective date.

Permits value adjustment boards to provide notice of decisions to taxpayers and property appraisers by electronic means if selected by the taxpayer on the original petition, in addition to first-class mail.

Authorizes property appraisers to post notices of proposed property taxes on their website instead of mailing by first-class mail if approved by county governing board ordinance, and permits email notification to property owners who request it.
