Authorizes district school boards to use advanced degrees in salary schedules for instructional personnel and school administrators hired on or after July 1, 2011, if the degree is in the individual's area of certification, subject area of current teaching, or identified by the district as relevant to school-based learning.

Limits advanced degrees to use only as salary supplements, not as part of the base salary schedule.

Requires district school boards to adopt both a grandfathered salary schedule for employees hired before July 1, 2014, and a performance salary schedule based on employee performance evaluations by July 1, 2014.

Establishes that performance-based salary adjustments for highly effective employees must exceed those available under other schedules, while effective employees receive 50-75 percent of highly effective adjustments.

Effective date: July 1, 2013.
