Amends Florida Statutes section 1003.03 to change how school districts calculate penalties for exceeding maximum class size requirements.

Requires the department to calculate the number of students exceeding class size maximums "at the school average" rather than identifying individual classes and total exceedances by grade group.

Changes the penalty calculation to multiply FTE students exceeding the maximum (at school average) by the district's class size categorical allocation and 50 percent of base student allocation through fiscal year 2013-2014, then the full base student allocation in 2014-2015 and beyond.

Reduces the overall reduction to a district's class size categorical allocation based on the sum of the revised calculations instead of the previous four-part methodology.

Effective July 1, 2013.
