Requires school zero-tolerance policies to report only acts that pose a serious threat to school safety to law enforcement, with other acts handled within school discipline systems.

Prohibits students from being arrested or referred to the juvenile or criminal justice system for petty acts of misconduct or misdemeanors unless failure to do so would endanger physical safety, with written documentation required.

Mandates that expelled students be assigned to a disciplinary program during expulsion to continue educational services.

Makes distribution of safe schools funds contingent upon school districts submitting policies compliant with a model policy to be developed by the Department of Education by October 1, 2013.

Requires the Commissioner of Education to report annually by January 1 on implementation of the law, including data on student arrests in schools.
