CS for SB 1390 - Florida Innovation Schools Act

• Creates "Innovation Schools" allowing school districts to operate public schools with exemptions from most state education statutes in exchange for high academic achievement and accountability.

• Grants school districts ad valorem tax exemptions for facilities housing innovation schools, similar to charter school exemptions, with landlords required to certify lease reductions by affidavit.

• Establishes eligibility requirements for districts (20% enrollment in public choice programs or 5% in charter schools, no material audit weaknesses, district grade B or higher for past 3 years) and limits innovation schools per district (7 maximum for 100,000+ students, 5 for 50,000-99,999 students, 3 for fewer than 50,000 students).

• Requires performance contracts with 5-year terms specifying implementation timeline, technology integration, personalized learning, and competency-based advancement; allows three or more contiguous districts to form a Region of Innovation under a joint contract.

• Exempts innovation schools from chapters 1000-1013 regarding budget, staffing, governance, curriculum, and assessment while maintaining compliance with student assessment programs, special education services, civil rights, student safety, and public records laws; requires annual performance reports to the State Board of Education and Legislature.
