Exempts personal identifying information held by the Department of Transportation, counties, or expressway authorities from public records requirements when collected for paying, prepaying, or collecting tolls and associated administrative charges.

Applies the exemption to information held in connection with toll payment systems, including TOLL-BY-PLATE and prepayment methods using checks or credit/charge cards.

Subjects the exemption to the Open Government Sunset Review Act, with automatic repeal scheduled for October 2, 2018, unless reenacted by the Legislature.

Establishes legislative findings that the exemption protects privacy, promotes electronic toll collection efficiency, and places TOLL-BY-PLATE users on equal footing with other payment method users.

Effective date: July 1, 2013.
