Increases the Citizens Property Insurance Corporation board of governors from 8 to 9 members, requiring one resident from Miami-Dade County and one from Monroe County.

Adds a ninth board member to be appointed by the Chief Financial Officer who serves solely as a consumer advocate, separate from the four appointing officers' (Governor, CFO, Senate President, House Speaker) appointments.

Maintains the requirement that at least one member appointed by each of the four appointing officers must have demonstrated expertise in insurance.

Takes effect July 1, 2013.
