Expands criminal history record checks for county and municipal employees and appointees to include contractors and vendors with direct public contact or access to public facilities

Redesignates the "statewide automated fingerprint identification system" as the "statewide automated biometric identification system" to include palm prints and facial images in addition to fingerprints

Requires sexual offenders to register fingerprints and photographs with the Department of Law Enforcement; requires additional reporting items during registration

Changes the Florida Violent Crime and Drug Control Council and related committees to meet at least annually rather than semiannually, allows remote meeting participation, and makes council activities subject to legislative funding with return of unexpended funds

Extends the timeline for minors to seek expunction of nonjudicial arrest records following completion of a diversion program from 6 months to 12 months
