Requires State Board of Education to adopt minimum technology standards by October 1, 2013, for school districts to use secure devices, including hardware, operating systems, networking, bandwidth, and security features that can temporarily disable applications during testing.

Distinguishes FTE (Full-Time Equivalent) funding standards for Florida Virtual School, allowing part-time instruction FTE to exceed 1.0 while full-time instruction FTE cannot exceed 1.0.

Removes requirements that virtual instruction providers be located in Florida and staffed by state residents; allows state universities to serve as approved providers alongside existing options.

Requires virtual instruction programs to provide individualized courses in accessible formats for students with disabilities, including visually impaired students and those with learning or physical disabilities.

Eliminates restrictions on students enrolling in online courses from school districts other than their home district, and prohibits school districts from requiring students to take courses outside the regular school day as a condition of enrollment.

Allows school districts to use instructional materials funds to purchase hardware, operating systems, networking devices, and related technology for student instruction.
