Creates the Fiscal Stability Trust Fund within the state courts system, to be administered by the Supreme Court.

Funds the trust fund with revenues from the General Revenue Fund equal to 1 percent of the state budget for the current fiscal year.

Authorizes use of trust fund moneys to support activities under section 25.382 and to allocate funds to a judicial branch surplus or reserve fund monitored by the Legislature.

Requires any balance remaining in the trust fund at the end of a fiscal year to remain in the fund for future use, and provides that the judicial branch shall be held harmless during state fiscal deficits as a matter of public safety.

Terminates the trust fund on July 1, 2017, unless terminated sooner, subject to review under section 215.3206 before the scheduled termination date.
