Adds human chorionic gonadotropin (hCG), human growth hormone (HGH), somatropin, and growth hormone releasing hormone (GHRH/Sermorelin) to Schedule III controlled substances.

Classifies substances that promote muscle growth or enhance athletic performance as Schedule III controlled substances, with detailed list of anabolic steroids including testosterone derivatives and related compounds.

Excludes from scheduling certain drugs listed in federal regulations as exempt substances, including excluded drugs, exempt chemical preparations, exempted prescription products, and exempt anabolic steroid products.

Reenacts criminal penalties in s. 893.13 and Criminal Punishment Code offense severity rankings in s. 921.0022 to incorporate the new Schedule III substances into existing drug offense statutes and sentencing frameworks.

Takes effect July 1, 2013.
