Increases from 22 to 44 points the sentencing threshold below which courts must impose nonstate prison sanctions for third degree felonies (excluding forcible felonies and chapter 810 violations) committed on or after July 1, 2009.

Allows courts to sentence offenders to state correctional facilities instead of nonstate sanctions if the court makes written findings that a nonstate prison sanction could present a danger to the public.

Effective October 1, 2013.
