Requires secondhand precious metals dealers to register with the Department of Revenue and comply with registration requirements under Florida Statutes s. 538.09 before conducting business.

Prohibits dealers from paying sellers unless the seller provides name, address, phone number, email address, government-issued identification number, and a sworn statement declaring lawful age and ownership of the goods.

Requires dealers to maintain records for each transaction including a complete description of goods (precious metal type, jewelry type, and unique identifying marks) and the date goods were received.

Mandates dealers provide transaction information to appropriate law enforcement agencies within 24 hours of purchase, unless other arrangements are made with the agency.

Takes effect July 1, 2013.
