Establishes mandatory lease fee rules for marinas on state submerged lands, including a base rate of 6 percent of annual gross dockage income for marinas with at least 90 percent public slips on a first-come, first-served basis.

Provides a 30 percent discount on annual lease fees for public-access marinas and a 10 percent discount for facilities designated as "Clean Marina," "Clean Boatyard," or "Clean Marine Retailer" that maintain their designation and comply with lease terms.

Waives extended-term lease surcharges for Clean Marina Program facilities that remain in good standing, are open to the public on a first-come, first-served basis, and comply with all lease terms.

Authorizes the Board of Trustees to issue consents of use or leases to special event promoters and boat show owners for periods up to 30 days, or up to 10 consecutive years for recurring events, with rules to be adopted for implementation.

Requires the Department of Environmental Protection to issue general permits for special events with limits on seagrass studies and annual surveys to ensure lease boundaries are not violated; allows up to 25 percent expansion of the lease area during the 10-year term.
