Requires at least 50 percent of performance evaluations for instructional personnel and school administrators to be based on student learning growth measured by statewide assessments or school district end-of-course assessments preceded by pretests administered during the first week of class.

Mandates newly hired classroom teachers be observed and evaluated at least twice during their first year of teaching in the district, rather than the previous minimum of once per year.

Allows student learning growth data for classroom teachers to be derived from comparisons to "like" students statewide or nationally using 3 years of data, or from school district end-of-course assessments with pretests.

Specifies that for instructional personnel who are not classroom teachers, student learning growth data must account for at least 30 percent of the evaluation, reduced to at least 20 percent if fewer than 3 years of data are available.

Takes effect July 1, 2013, with provisions regarding measurement of student learning growth expiring July 1, 2015.
