Urges the U.S. Department of Homeland Security to create a Haitian Family Reunification Parole Program to expedite family reunification for Haitian immigration applicants.

References the January 12, 2010 Haiti earthquake that killed 250,000 people and left over 1 million homeless, injured, or without access to water and food.

Notes that Haitian citizens with approved visas currently face extended waiting periods while remaining in Haiti under existing U.S. Citizenship and Immigration Services policy.

States the program's purpose is to hasten family reunification and discourage dangerous illegal migration to the United States.

Program is supported by the City of Philadelphia, the U.S. Conference of Mayors, the House Committee on Foreign Affairs, and six U.S. Senators.
