Adds public transit providers, as defined in section 341.031, to the definition of "public agency" under the Florida Interlocal Cooperation Act of 1969.

Permits public agencies of the state to have membership in separate legal entities created under the Act in addition to municipalities, counties, and special districts.

Allows separate legal entities to acquire, own, construct, and operate water and wastewater facilities on behalf of members, with revenues restricted to jurisdictions where customers are physically located.

Requires separate legal entities seeking to acquire utilities to notify the host government at least 30 days before the acquisition and grants the host government authority to approve, prohibit, or request membership regarding the proposed acquisition.

Takes effect July 1, 2013.
