Creates exemption from certificate-of-need requirements for construction of skilled nursing facilities in deed-restricted retirement communities.

Requires qualifying counties to have at least 25 percent of population aged 65 and older and a rate of no more than 16.1 licensed skilled nursing beds per 1,000 seniors.

Limits exemption to retirement communities with at least 8,000 residents that are zoned for mixed residential and nonresidential uses and deed-restricted for housing older persons.

Caps the number of beds added under the exemption at 240 per retirement community, calculated using prospective county population estimates 3 years in the future.

Requires all beds in exempt facilities to be certified under both Medicare and Medicaid programs and restricts each retirement community to one skilled nursing facility.
