Creates a public records exemption for information held by the Department of Law Enforcement related to mental health status reports made under a mandatory firearm safety reporting program.

Exempts patient personal identifying information, protected health information, health care provider identifying information, and department records created for the firearm-prohibited persons database from public disclosure requirements.

Allows disclosure of exempted information only to Department of Health regulatory boards, law enforcement agencies with active investigations, patients or their legal representatives, and entities with authorized access to the firearm-prohibited persons database.

Establishes a third-degree felony penalty for willfully and knowingly violating the confidentiality requirements of this exemption.

Expires October 2, 2018, unless reenacted by the Legislature, and takes effect July 1, 2013, contingent upon passage of related mandatory reporting legislation.
