Transfers the Clerks of the Court Trust Fund from the Justice Administrative Commission to the Department of Revenue, effective upon enactment.

Revises the distribution of filing fees collected by clerks of court, reducing amounts remitted to General Revenue Fund and increasing amounts to the Administrative Trust Fund within the Department of Financial Services for audits of clerk expenditures.

Establishes the Legislative Budget Commission's authority to review and approve the budgets of the Florida Clerks of Court Operations Corporation and individual clerk budgets for court-related functions, with budget approval required by October 1 each year.

Changes the fee remission process so clerks retain revenues equal to one-twelfth of their annual budget and remit excess collections monthly to the Clerks of the Court Trust Fund, with procedures for addressing revenue deficits through trust fund releases.

Removes the requirement that the Florida Clerks of Court Operations Corporation be housed within the Justice Administrative Commission and limits it to performing only court-related functions specified in law, with authorized budgets of $110.8 million (July-September 2013) and $443.4 million (fiscal year 2013-2014).
