Managing entities contracting with the Department of Children and Families may carry forward unexpended state funds from one fiscal year to the next, with a cumulative limit of 8 percent of the total contract.

Unexpended state funds exceeding the 8 percent threshold must be returned to the department, and all carried-forward funds must be returned at the end of the contract period.

Carried-forward funds may only be used for currently authorized programs or services under the existing contract and cannot create increased recurring future obligations.

Fixed-price contracts with managing entities must provide for a 2-month advance payment at the beginning of each fiscal year followed by equal monthly payments.

Beginning in fiscal year 2013-2014, 90 percent of recurring core services funding for community-based care lead agencies shall be based on the prior year recurring base and 10 percent on the equity allocation model.
