Amends section 1001.02, Florida Statutes, to modify the State Board of Education's rulemaking authority regarding implementation of statutes and programs.

Changes the language from "has authority to" to "may" adopt rules to implement provisions of law for the K-20 public education system (excluding the State University System).

Requires the State Board of Education to adopt rules in writing at least 30 days before implementing a new statute or program, changing rules for an existing program, or amending a written technical assistance paper.

Takes effect July 1, 2013.
