Creates the Marriage Education Committee consisting of six marriage education and family advocates appointed by the Governor (2), President of the Senate (2), and Speaker of the House of Representatives (2), to be appointed by September 1, 2013

Establishes the Florida Marriage Handbook containing resources on conflict resolution, communication skills, financial management, parenting, premarital education, and marriage enrichment information

Requires the handbook to include contact information and website links to professional and community services available to assist couples

Directs clerks of circuit court to make the handbook available to applicants for marriage licenses and encourages them to provide lists of local marriage and relationship skill-building classes

Mandates the Marriage Education Committee to review and report on the handbook every 10 years to the Governor and legislative leaders with recommended updates
