Prohibits used tire retailers from selling unsafe used tires intended for mounting on vehicles, with an exception for tires sold for recapping purposes.

Defines unsafe used tires as those with tread depth of 2/32 inch or less, exposed reinforcing plies from cuts or cracks, improper repairs in shoulder/belt/sidewall areas, evidence of temporary sealant without proper repair, defaced identification numbers, inner liner damage, or signs of internal separation.

Classifies violations as unfair and deceptive trade practices under Florida law.

Takes effect July 1, 2013.
