Expands agricultural exemption from permitting requirements to include activities requiring similar permits issued by local governments, in addition to environmental resource permits.

Authorizes local governments to request the Department of Agriculture and Consumer Services to make binding determinations on whether activities qualify for agricultural-related exemptions.

Requires local governments to comply with memoranda of agreement between the Department of Agriculture and Consumer Services and water management districts.

Requires local governments to provide contact information of affected persons to the Department of Agriculture and Consumer Services upon receiving a determination regarding exemption eligibility.

Effective date: July 1, 2013.
