Adds new subsection (13) to section 1002.20, F.S., establishing student rights regarding religious expression in public schools, effective July 1, 2013.

Students have the right to pray individually and express religious beliefs through reports, homework, or artwork without teacher rejection based solely on religious content.

Students may distribute religious literature to peers subject to the same reasonable time, place, and manner restrictions applied to other nonschool literature.

Students have the right to participate in before or after-school religious events like "See You at the Pole" and may meet in groups to discuss religious views without being disruptive.

Student religious clubs in secondary schools receiving federal funding must be permitted to assemble and have equal access to campus media for announcements if the school permits other extracurricular student clubs to meet outside school hours.

Makes grammatical changes to section 1008.25, F.S., replacing "shall" with "must" in reading instruction and intervention provisions.
