Expands definition of "agency" to include county school districts and institutions of higher education (state universities, colleges, and technical colleges), in addition to the state, municipalities, and political subdivisions.

Broadens eligible energy, water, and wastewater efficiency measures to include automated control systems, software-based management systems, utility rate optimization programs, solid waste reduction improvements, and meter replacement/installation projects.

Allows repayment of installation construction loans through installments over up to 20 years, with at least one-twentieth of the price due within 2 years of installation completion.

Permits facility alterations required to implement energy conservation measures to be included in performance contracts and supervised by the performance savings contractor.

Requires proposed contracts to include an investment-grade audit certified by the Department of Management Services confirming cost savings are appropriate and sufficient for the contract term, and limits the Office of the Chief Financial Officer review period to 10 business days.
