Defines "commercial breeders" as persons owning or controlling 11 or more female dogs or cats with intact sexual organs engaged in breeding animals for sale.

Requires commercial breeders to comply with federal animal welfare standards outlined in 9 C.F.R. part 3 regarding humane handling, care, housing, temperature, and transportation.

Mandates commercial breeders register with the Department of Business and Professional Regulation before operating, with registration valid for 2 years and subject to onsite inspections and annual reinspections.

Establishes penalties including administrative fines up to $5,000 per violation, cease and desist orders, registration revocation or suspension, probation, and makes unregistered commercial breeding a third-degree felony effective October 1, 2013.

Authorizes the department to adopt rules requiring compliance with any future amendments to federal animal welfare standards.
