Exempts all underwriting guidelines, manuals, rating information, and underwriting criteria submitted by insurers to Citizens Property Insurance Corporation's policyholder eligibility clearinghouse program from public records requirements.

Makes these documents confidential and exempt from Florida Statutes s. 119.07(1) and Article I, Section 24(a) of the State Constitution.

Exemption is subject to the Open Government Sunset Review Act and automatically repeals on October 2, 2018, unless the Legislature reenacts it.

Legislature declares public necessity for the exemption, stating that public disclosure of detailed insurer data could discourage insurer participation and undermine the program's effectiveness in providing coverage options to Citizens policyholders.

Takes effect on the same date as the legislation creating the policyholder eligibility clearinghouse program itself.
