Amends Florida Statute 180.02 to restrict municipal corporate powers relating to utility facilities and public works from extending into unincorporated county areas without county commission approval

Municipalities may still exercise corporate powers outside their limits for public health, safety, and welfare purposes, but cannot do so in another municipality's limits

Requires municipalities to obtain consent from the board of county commissioners before extending or applying corporate powers in unincorporated areas of any county

Effective date is July 1, 2013
