Department of Education must develop and adopt performance standards for the Voluntary Prekindergarten Education Program addressing age-appropriate progress in student capabilities, emergent literacy skills, and student learning growth based on interval data.

State Board of Education must periodically review and align kindergarten screening performance standards to state assessment standards, school readiness program standards under s. 411.01, Next Generation Sunshine State Standards based on Common Core standards, and recommendations from the National Academies' Committee on Developmental Outcomes and Assessments for Young Children.

School districts must administer the statewide kindergarten screening to each kindergarten student in the student's primary language within the first 30 school days of each school year.

Effective date is July 1, 2013.
