Requires all firearm transfers between non-licensed parties to be conducted through a licensed dealer, including internet sales.

Licensed dealer must take possession of the firearm, conduct background checks and comply with all state and federal requirements before delivery to the purchaser.

Dealer may charge a fee to cover administrative costs and applicable federal and state fees for facilitating the transfer.

Exempts law enforcement, gunsmiths, common carriers, target range loans, supervised youth hunting/sporting activities, temporary family member possession (14 days or less), and inheritance transfers.

Violation constitutes a felony of the third degree, and any violations by licensed dealers must be reported to the Attorney General.
