Transfers oversight of the H. Lee Moffitt Cancer Center from the Board of Governors to the Board of Trustees of the University of South Florida.

Requires the Board of Trustees to enter into a rent-free lease agreement with the not-for-profit corporation operating the center, provided facilities are used for cancer research, education, treatment, prevention, or state university teaching and research programs.

Removes requirements that the President of the University of South Florida and Board of Governors chair serve as directors, along with state university representatives and non-doctor directors; simplifies board to include only the university president and Board of Governors chair.

Requires annual financial audits by independent certified public accountants and mandates the chief executive officer report annually to the Board of Governors on educational activities.

Establishes an external advisory board of researchers, physicians, and scientists to review programs and recommend research priorities; takes effect July 1, 2013.
