Extends the mandatory 3-day waiting period (excluding weekends and holidays) for firearm purchases to apply to all firearms, not just handguns.

Creates an exception to the waiting period for concealed weapons permit holders and firearm trade-ins.

Establishes a new requirement prohibiting ammunition sales to persons who cannot present certification of completing at least 2 hours of anger-management instruction, with certification renewed every 10 years.

Makes it illegal to purchase firearms or ammunition through fraud, false pretense, or false representation, with violations classified as felonies for firearms and misdemeanors for ammunition.

Takes effect July 1, 2013.
