Prohibits non-foreign student children from being year-round residents and requires boarding schools to follow standard school schedules with holiday breaks and summer recesses aligned with public and private schools.

Expands qualified association notification requirements to 24 hours for violations threatening child harm and 3 calendar days for unlicensed childcare facilities, and adds reporting requirements for Type II facilities including violation data and applicant denial information.
