Revises definitions of boxing, kickboxing, and mixed martial arts; removes the concessionaire definition and related licensing requirements.

Grants the Florida State Boxing Commission exclusive jurisdiction over amateur mixed martial arts matches and eliminates the requirement for electronic recording of all scheduled commission proceedings.

Provides for immediate license suspension and additional disciplinary action for participants who fail or refuse to provide urine samples or test positive for prohibited substances as set forth by commission rule.

Expands exemptions from chapter 548 to include matches that do not allow full contact, matches by public postsecondary institutions and secondary schools, U.S. Armed Forces matches, and Olympic/Paralympic competitions.

Requires promoters to retain supporting records for 1 year and authorizes the commission and Department of Business and Professional Regulation to audit promoter records; establishes procedures for calculating gross receipts and complimentary ticket deductions.

Appropriates $111,000 in recurring General Revenue Fund dollars to the Department of Business and Professional Regulation for fiscal year 2013-2014 implementation.
