Revises terminology throughout the telecommunications access system statute to use "deaf, hard-of-hearing, and speech-impaired" instead of "hearing impaired," and recognizes the 21st Century Communications and Video Accessibility Act's mandate for Internet-based and digital communication safeguards.

Requires commercial mobile radio service providers, in addition to local exchange telecommunications companies, to impose monthly surcharges on subscribers (up to 25 cents per line per month) to fund the telecommunications access system.

Expands the definition of "specialized telecommunications devices" to include amplified telephones, captioned telephones, and mobile wireless devices designed for deaf or hard-of-hearing persons, and requires the administrator to distribute wireless mobile devices to qualified persons.

Increases the advisory committee from 10 to 11 members, adds a second hard-of-hearing representative, changes three telecommunications company representatives from two to three, and removes the representative from the Florida League of Seniors.

Requires the Public Service Commission to conduct annual compliance reviews of public safety and health care providers' use of TDDs or other appropriate telecommunications devices and submit findings to the advisory committee.
