Eliminates requirement that governmental contractors approve all follow-up or hospital care for patients seen by volunteer providers under the Access to Health Care Act.

Allows patient selection and initial referral to be made by either the governmental contractor or the provider, rather than solely by the contractor.

Requires the Department of Health to post online a listing of all volunteer providers, their hours of operation, and the number of patient visits each provider completed.

Permits volunteer health care providers to earn up to 8 continuing education credit hours per licensure renewal period for volunteer services to indigent patients, notwithstanding the standard 25 percent cap on continuing education credits.

Simplifies limited license requirements for physicians and osteopathic physicians by removing certain affidavit requirements and reducing regulatory burdens, effective July 1, 2013.
