Repeals section 380.065, Florida Statutes, which provided certification procedures for local governments to conduct development-of-regional-impact reviews.

Amends section 369.303, Florida Statutes, to update the definition of "development of regional impact" by removing the reference to the repealed certification section.

Updates cross-references in statute to reference only sections 380.06 and 380.07 for development-of-regional-impact review procedures.

Effective date is July 1, 2013.
