Repeals subsection (2) of section 161.56, Florida Statutes, which required the state land planning agency to develop and maintain a biennial coastal building zone construction training program for local enforcement agencies.

Eliminates the requirement for an initial training program by April 1, 1987, and recurring continuing education programs beginning July 1, 1989.

Removes provisions allowing the state land planning agency to charge registration fees to defray program costs if general revenue funds were not provided.

Retains subsection (1) preserving the department's authority to require permits and enforce coastal construction standards that are as restrictive as or more restrictive than existing requirements.

Takes effect July 1, 2013.
