Authorizes counties and municipalities to create stormwater utilities and assess stormwater utility fees or per-acreage fees to fund stormwater management systems.

Stormwater utility fees and per-acreage fees constitute a lien on served properties until paid, with priority over all other liens except state, county, and municipal taxes.

Stormwater fee liens have equal priority with state, county, and municipal tax liens and may be foreclosed using the same foreclosure procedures as mortgages on real property if delinquent for more than 30 days.

Permits counties and municipalities to use the non-ad valorem levy, collection, and enforcement method under chapter 197 for collecting stormwater fees.

Takes effect July 1, 2013.
