CS for CS for SB 1720 - Education Bill Summary

• Establishes the Office of K-20 Articulation within the Department of Education to coordinate education policy across K-12, Florida College System, and state university systems.

• Replaces terminology of "college-preparatory instruction" with "developmental education" throughout education statutes and expands developmental education delivery methods to include modularized, compressed, contextualized, and corequisite strategies.

• Increases required general education coursework for associate in arts degrees from 30 to 36 semester credit hours in communication, mathematics, social sciences, humanities, and natural sciences.

• Exempts high school graduates earning a standard diploma in 2003-2004 or later, and active duty military members, from required placement testing and developmental education enrollment at Florida College System institutions.

• Creates the Board of Governors oversight enforcement authority (section 1008.322) to establish compliance procedures for state universities similar to State Board of Education enforcement authority over Florida College System institutions.
