Changes Public Service Commission from gubernatorial appointment to nonpartisan election, with commissioners elected by district corresponding to Florida's five appellate districts for 2-year terms.

Prohibits commissioners from accepting employment with regulated utilities for 8 years after leaving office and bars candidates from accepting campaign contributions from regulated utilities or entities appearing in commission proceedings within 2 years.

Requires the commission to consult with the Public Counsel before ruling on any rate changes for regulated companies.

Extends the cooling-off period for former commission members from 2 years to 8 years before accepting employment from regulated utilities or their affiliates.

Eliminates the Florida Public Service Commission Nominating Council and removes the Governor's participation in the commissioner selection process; vacancies filled by gubernatorial appointment subject to Senate confirmation.
