Designates the Department of Children and Families as responsible for reviewing financial transactions affecting Medicaid eligibility and making eligibility determinations.

Exempts the value of life insurance policies, annuities, or group certificates from Medicaid eligibility determinations if they are limited to paying final burial expenses and comply with limits under s. 626.785(3).

Requires the state to be named as irrevocable beneficiary on exempted burial insurance policies, with any excess proceeds remitted to the state up to the amount of Medicaid assistance provided.

Allows policyholders to name contingent beneficiaries for proceeds exceeding the cost of final burial expenses and Medicaid reimbursement.

Permits state agencies to delay implementation if federal waiver or authorization is required, and authorizes the Department of Children and Families to adopt rules for administration; effective July 1, 2013.
