Amends section 119.071, Florida Statutes, to clarify the public records exemption for personal identifying information of paratransit service applicants and recipients held by agencies.

Replaces the term "individual" with "applicant or recipient" and adds clarifying language regarding legally authorized representatives throughout the exemption provisions.

Maintains existing disclosure exceptions allowing release of confidential information with written consent, in medical emergencies, by court order, or to other agencies performing official duties.

Removes the exemption from the Open Government Sunset Review Act, permanently saving it from repeal rather than requiring legislative reenactment.

Takes effect October 1, 2013.
