Changes Florida Keys Aqueduct Authority board members from gubernatorial appointment to election by Monroe County voters.

Requires board candidates to submit petitions with signatures from 3 percent of registered voters in their district to qualify for the ballot.

Maintains five regular board members representing districts coterminous with Monroe County Commissioner districts, each serving 4-year terms.

Allows current board members to remain in office until their terms expire, after which positions must be filled through election.

Requires the Governor to fill vacancies by appointment, with any vacancy unfilled 30 days before the next general election qualifying period to be filled by election.
